Problem Statement
With the daily increase of children entering the child welfare system, child welfare organizations have yet to establish a suitable framework to address and resolve the matter of the physical and mental health concerns of the teenagers and young adults. Child welfare caseworkers in New York State encounter significant challenges and barriers in providing comprehensive psychological and physical medical services to teenagers and young adults within the child welfare system. These challenges may result in unmet healthcare needs, diminished well-being, and negative outcomes for this population. Understanding the specific experiences, systemic issues, and contextual factors that impact the delivery of these services is essential for developing targeted interventions and improving the overall healthcare provision for teenagers and young adults within the New York State child welfare system.
The National Association of Social Workers (NASW) proposes that each child welfare case workers recommended and accredited caseload should not exceed 18 per worker (The National Association of Social Workers, 2021). Child welfare social workers carry a great responsibility and duty to protect teenagers and young adults on their caseloads. The burden of knowing a child may be seriously injured or neglected, or even die, while on their caseload has been identified as one of the biggest concerns of child welfare social workers (Anderson, 2000). In our contemporary welfare institution, child welfare social workers handle almost 20 children on their caseloads (The National Association of Social Workers, 2021). Brown et al. (2020), shares that the requirement to address the unique needs of children with medical and mental health conditions exposes caseworkers to higher expectation more than other social workers in other fields. The large number of reliant children makes it difficult for workers to serve at their best.
Population and Sample
The study employed the approach of recruiting child welfare social workers in the various Child Welfare organizations within the New York City Administration for Children Services (ACS) system. Child welfare caseworkers shared their insight and experiences pertaining to the delivery of psychological and physical medical services to teenagers and young adults in New York’s child welfare system. Based on the nature of the research, the sample size used was 15 participants. Participants were caseworkers that are currently working or have worked as a caseworker within the last two years in the state of New York’s child welfare system; and had at least a bachelor’s degree in social work with a minimum of two years of work experience in the child welfare field working with teenagers (ages 13-19) and/or young adults (ages 20-21).
The 15 participants shared their perspectives on their experiences in delivering psychological and physical medical services to teenagers and young adults in the state of New York’s child welfare system. Guest et at., (2006) purposes that a sample size of 12 participants in homogenous groups should be sufficient to reach saturation. As a result, the researcher believes saturation was achieved by interviewing 15 participants in the research study. The researcher recruited potential caseworkers and social workers from a network of professional acquaintances and social media groups such as Facebook and LinkedIn.
The researcher implemented a recruitment strategy for the study. She created a recruitment flyer and communication email, which can be found in Appendix C. The strategy involved four steps. The researcher identified professional acquaintances and social work association groups on social media and then distributed the recruitment flyer to social work associations’ social media groups to attract potential participants, particularly professional acquaintances. Lastly, the researcher followed up with interested potential participants who reached out via email. Once a participant expressed an interest in participating, the researcher obtaining their acceptance and signed consent form.
Conceptual Framework
The framework for the study utilized the theory of organizational ecology proposed by Hannan and Freeman. According to the model, organizational effectiveness depends on the entity’s environment, and its factors determine performance success (Haveman & Wetts, 2019). The organizational theory evolved from disparate roots in sociology, economics, political science, psychology, and management (Haveman & Wetts, 2019). Over the past fifteen years, theory and research on the ecology of organizations have taken a cognitive turn and have become one of the most influential theories in management and organization research.
Organizations are assumed to seek efficient and effective performance, and those in charge of organizations could survey the environment and determine (albeit imperfectly) how to improve organizational performance, and organizations could easily change their strategies and structures to improve performance (Haveman & Wetts, 2019). Organizational ecology theory is a suitable theory for explaining the dynamics of heterogeneous organizational populations and is sufficiently well adapted to studying the dynamic nature of the network economy (Xu et al., 2021). Chen et al. (2023) shared that organizational ecology theory research has, unfortunately, tended to be grounded in distinct and fragmented bodies of literature, making generating implications and informed applications of its findings challenging.
Therefore, organizations in challenging settings may need to perform more effectively to meet the environment’s needs, thus showing higher levels of adaptation and quality. Based on this theory, the challenging child welfare environment was examined during the interviews to determine the most influential factors impacting caseworkers’ experiences and performance on the micro-level, meso-level, and macro-level.
RESEARCH QUESTION
The need for research arises based on the statistics and the current state of children’s mental and physical health concerns. The proposed research question for the study is as follows: What organizational policy changes can be made in the state of New York’s child welfare system to enhance psychological and physical services to teenagers and young adults by utilizing information from child welfare caseworkers?
DESIGN AND METHODOLOGY
This research will be an exploratory qualitative research study that will allow child welfare caseworkers to share their insight and experiences pertaining to the delivery of psychological and physical medical services to teenagers and young adults in New York’s child
welfare system. Based on the nature of the research, the sample size will be 15-20 participants. The researcher will attempt to recruit up to 20 participants, but at a minimum will recruit 15 participants. Guest et at., (2006) purposes that a sample size of 12 participants in homogenous groups should be sufficient to reach saturation. Thus, saturation should be achieved in this research study with a sample size of 15-20 as the participants of the study will be homogenous.
The researcher will interview 15-20 caseworkers with at least two years of experience working in state welfare agencies in New York with a minimum of a Bachelor’s degree in social work and who has worked in New York’s state welfare system within the last two years. The researcher will use professional acquaintances and social networks to identify potential participants. The demographic variables (gender, age, race, level of education, years of experience, and current caseload size) will be collected only for sample descriptive purposes.
One-on-one interviews will be conducted via Zoom between 30-60 minutes. The researcher will utilize in-depth semi-structured interview questions. The researcher will utilize the ATLAS.ti software to assist in identifying the key themes. The questions will be open-ended (please refer to Appendix B) to assist in facilitating an open dialogue between the researcher and participants.
DESCRIPTION OF RESEARCH PARTICIPANTS
Social work has long been identified with child welfare, and research has generally found that child welfare caseworkers with a social work degree are better prepared than caseworkers with other degrees (Staudt et al., 2015). The social work profession has formed the professional base of the child welfare workforce. It demonstrates an active commitment to the well-being of teenagers, young adults, and their families.
